We support the rebuilding of ships to reduce the emission of greenhouse gases of shipping industry.

The call for applications is opening soon - May 22, 2025 at 9:00 AM.

The purpose of the grant is to reduce greenhouse gas emissions in the maritime sector through the conversion of ships, contributing to the achievement of climate targets of Estonia and the European Union.

The grant applicant must be a legal entity registrered in its country of residence and must own or have possession of the ship to be converted.

Grants are awarded in Estonian and more information can be found on the EIC website here.

The grant money originates from the proceeds of auctioning emission allowances, and the measure was developed by the Ministry of Climate.

Who can apply for support:

Support can be applied for by a legal entity that is registered in its country of location and owns or possesses the vessel to be converted.

What we support:

In the case of support granted under Article 36b of the General Block Exemption Regulation, the support is provided for the conversion of a vessel that will result in the vessel meeting the definition of an environmentally friendly or zero-emission vehicle;
In the case of de minimis aid, support is provided for the conversion of a vessel with the aim of reducing its greenhouse gas emissions.

How much support is available?

The budget for the call for applications is 5 million euros.

The support rate is 15–30%, in accordance with § 10 (2) of the regulation issued by the Minister of Infrastructure.

The maximum amount of support per application is 5 million euros.

The maximum amount of support granted as de minimis aid is 300,000 euros.

The evaluation and financing of applications are regulated by Chapter 4 of the Minister’s Regulation.

The rights and obligations of the beneficiary are regulated by Chapter 5 of the Minister’s Regulation and are established by the decision approving the application.

NB! The beneficiary must allow Environmental Investment Centre (EIC) to conduct an onboard inspection of the vessel under conversion at a port within the territory of the Republic of Estonia during project implementation, before the procurement notice is published and before the interim and final reports are approved. EIC may engage experts to carry out the onboard inspection.
