Estonian-Latvian offshore windfarm project

ELWIND is a joint Estonian-Latvian project that started in 2020. The Ministry of Economic Affairs and Communications and the Latvian Ministry of Economics signed a Memorandum of Understanding (MoU) aimed at budgeting at the national level for the construction of an offshore wind farm of up to 1,000 MW in the Baltic Sea, with the right to build the wind farm (superficies licence in Estonia) to be transferred via auction.

The cooperation model, which combines the expertise of the two countries, strengthens their electricity grid and increases the security of the electricity supply in the region by including European Union funding, is unique in the world.

The ELWIND project is implemented by the Ministry of Economic Affairs and Communications, the Latvian Ministry of Economics, the Environmental Investment Centre (EIC), the Investment and Development Agency of Latvia (LIAA), and the Latvian transmission system operator AS Augstsprieguma tikls (AST).

Project management on the Estonian side (including ordering of the public procurement required for preliminary development) is entrusted to the EIC.
